The Role: The Assistant Vice President or Vice President (dependent on the selected candidates level of experience) of Construction will provide oversight and project controls to various and high priority construction projects performed by Asset Management in coordination with internal and external project stakeholders and outside consultants and contractors; The AVP (VP) will manage various aspects of Asset Management construction projects, including inspections, engineering, permitting and implementation on all waterfront and upland properties within NYCEDC's portfolio. The AVP (VP) will take the lead in with developing long-term capital program and maintenance planning for entire portfolio and will serve as Deputy to the SVP of Construction (as needed).. Responsibilities:. Budget Preparation and Control - Develop and coordinate long-term capital plans and assist with annual expense budgets for properties. Review inspection reports, coordinate with internal and external stakeholders, perform site assessments and perform other tasks as needed to identify and prioritize required work in alignment with NYCEDC objectives.. Project Implementation - Responsible for the management and oversight of multiple projects within the portfolios at various locations. Develop scopes of work, estimates, schedules, permit applications and approval documents for each project. Assist in the review of design and construction documents. Perform field visits to verify progress and work with operations managers and division head to resolve problems. Coordinate work with internal and external stakeholders as necessary. Identify and implement mitigations to ensure budget, schedule, scope and quality alignment with NYCEDC objectives. Ensure contractors' compliance with contract terms.. Project Controls - Maintain ongoing project cost and schedule controls; Report project progress to portfolio managers and division head; Develop tracking methodologies and identify trends; Develops solutions to mitigate negative trends; Document regular inspections of assigned properties.. Communication - Correctly interpret and apply NYCEDC policies and procedures; Present to internal and external stakeholders.. Record-Keeping - Establish and maintain record keeping systems, including project files; Monitor and ensure compliance with NYCEDC's procurement requirements.. Asset Management Support - Provide assistance as required to the remainder of the division under the direction of the Director of Construction.. Other duties as assigned. Qualifications:. Bachelor's Degree required in Engineering, Construction Management or another related field. P.E. and/or M.S. in Engineering or Construction Management is preferred. 5+ years of professional experience in Construction Management. 2 years (minimum) of overseeing at least one direct report.. A willingness to respond to emergencies as required.. Must be available and responsive 24/7 and able to help provide solutions during the decision-making process as issues arise.. Strong sense of urgency and responsibility to achieve project goals. Enterprising and resourceful, results oriented.. Ability to manage projects against tight timelines with a proactive and collaborative style that works well in teams.. The ability to communicate effectively and inclusively at all levels of the organization; the ability to interpret and apply NYCEDC policies and procedures.. A strong presence when presenting to internal and external stakeholders.. Strong quantitative and problem-solving skills, written and oral communication skills, including the ability to present to a wide variety of audiences.. Project controls experience.. The ability to work in a team environment.. The highest degree of independent judgement, the ability to identify and respond to work and circumstances as required without oversight and the ability to generate and implement new ideas.. The ability to work independently during site visits. Experience with construction management contractors, heavy civil construction, waterfront structures, industrial buildings, and infrastructure.. Experience with construction and building management and maintenance is software a plus.. Valid Driver's License. New York City resident (required within 180 days of hire). About Asset Management. The department is responsible for maximizing the performance and value of the company's portfolio of real estate assets, developing and implementing strategies that provide improve cash flow, strengthen interim and long-term value while supporting the Mayor's goals of increasing the number, quality, and diversity of jobs available across the five boroughs.. NYCEDC's real estate portfolio is comprised of assets that generate over $100 million in revenue per year, which include over 150 properties totaling over 60 million square feet.
